The amendment was developed on the basis of paragraph 1 of the Protocol following the meeting of the Working Group on Developing Proposals for Improving Tax and Customs Administration Measures dated March 27, 2023 No. 10.

The discussion held jointly with the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" and the working group on improving customs administration showed the high financial cost for owners of vacant warehouses to equip large territories with video surveillance.

In this connection, it is advisable to exclude the requirement to equip the perimeter with video surveillance equipment for free warehouses with an area of a free warehouse over 10 (ten) thousand square meters.
