WCO National Workshop on Rules of Origin

(From 28 of November till December 2)

    In the period from November 28 to December 2, 2022, the Training Methodical Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (TMC of the Ministry of Finance of the Republic of Kazakhstan), together with the WCO, with the support of the international organization USAID, held a WCO National Workshop on Rules of Origin with the participation of regional representatives of the state revenue bodies of the Ministry of Finance of the Republic of Kazakhstan.

    The work of the workshop began with a welcoming speech by the Director of the Methodology Department of the SRC Ministry of Finance of the Republic of Kazakhstan, Aliya Muratkhanovna Dzhetibaeva, Technical attache of the Directorate for Tariffs and Trade Chunxiao Xu, Director of the European ROCB Tagianazar Kyzy Narynkul. The moderator of the workshop was the Head of the TMC Kazakpaeva Bakhytgul Dzhumabayevna.

The workshop was held in Russian and English with the involvement of simultaneous interpreters, as well as using equipment for simultaneous translation.

    The purpose of this seminar is to assist the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan in expanding the knowledge of its employees about the Rules of Origin and the ability to understand and use these rules. This workshop is aimed not only at obtaining theoretical knowledge, participants are presented with exercises in groups through which they gained practical knowledge of the application of the rules of origin.

The seminar was held by WCO experts Chunxiao Xu, Technical Attache of the Directorate for Tariffs and Trade, Ali Zubair, accredited expert.

During the workshop, participants were introduced to the WCO technical guidelines on preliminary decisions on classification, origin and valuation, as well as the WCO guidelines on the infrastructure of origin of goods.  

The listeners asked questions of interest to them, to which the experts gave clear and detailed answers. Participants acquired deep, structured knowledge of the theory of rules of origin.
