International webinar on the topic
«Study of the time of release of goods»
(October 19-22, 2020)

 

In the period from October 19 to 22, 2020, the State Revenue Committee of MF of the Republic of Kazakhstan jointly with the WCO held an international webinar on the topic «Study of the time of release of goods» with the participation of representatives of the OSCE, GIZ, regional representatives of the state revenue bodies of the Republic of Kazakhstan.

The work of the international webinar began with a welcome speech by the head of the Administration customs procedures and clearance Office of Control Department of SRC of MF of the Republic of Kazakhstan – Abdrakhmanov Yerzhan Faridenovich. The webinar was moderated by Dinara Dairabayeva, a representative of the German Society for International Cooperation (GIZ).

The webinar was conducted in Russian and English with the participation of simultaneous interpreters using the ZOOM platform.

The purpose of the webinar was to review the TRS, a strategic, internationally recognized tool for measuring the actual time required for the release and/or customs clearance of goods from the moment of arrival to the physical release of the cargo, in order to identify bottlenecks in the process of trade flow and take appropriate necessary measures to improve efficiency.

The WCO expert, Oluimo Da Silva, acted as a lecturer at the webinar. From the Kazakh side, reports were made by the acting head of the Customs operations Office of Methodology Department Nariman Uatkanov, and the chief expert of the Administration customs procedures and clearance Office of Control Department Akmukhamedova Assel. During the webinar, a review of the WCO TRS (concept, methodology, advantages and stages of the WCO TRS) was conducted, the international experience of the participants of the TRS was demonstrated on the example of Australia, Laos and Japan, and the Map of the business process of the TRS was also considered. The participants gained extensive experience and skills in researching the time of release of goods during the webinar.
