International webinar on the topic
"National transit coordinator"
(24-26 November 2020)

 

In the period from 24 to 26 November 2020, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC MoF RK) in cooperation with the WCO, with the support of international organization USAID, conducted an international webinar on the topic "National transit coordinator" with the participation of regional representatives of bodies of state revenues of the SRC MoF RK.

The work of the international webinar began with a welcome speech by the Director of the Control Department of the SRC MoF RK – Eldos Yermagambetovich Saudabayev, USAID/ Central Asian Chief regional adviser on trade issues - Robert Parker and WCO expert-Vyara Filipova.

The moderator of the webinar was the chief expert of the Transit Office of the Department of Control of the SRC MoF RK – Aleksandr Leonidovich Kurbat.

The webinar was conducted in Russian and English with the participation of simultaneous interpreters using the ZOOM platform.

The purpose of the webinar was to review customs transit - a customs procedure under which goods are moved (transported) from the customs authority of departure to the customs authority of destination without paying customs duties, taxes, special, anti-dumping, countervailing duties, in case of adherence to the conditions of placing goods under this customs procedure, as well as international experience in the field of customs transit.

WCO experts Vyara Filipova, Pier-Zhan Labori and Farid Valiyev were the lecturers of the webinar.

During the webinar, the participants were introduced to the WCO activities, the annexes of the Revised Kyoto Convention (RKC) in customs transit issues, the experience of customs transit on the example of the EU, the TIR Convention as best practices in transit, the principles of freedom of transit and the implementation of Article 11 of the TFA in Kazakhstan.

The participants asked questions of interest, to which the experts gave clear and detailed answers. The participants gained extensive experience and skills on national transit issues, which can be used in the further work of the participants.
