Since the beginning of the state of emergency, 4,708 foreign vehicles have been imported as part of the fight against the spread of coronavirus infection, 500 of them are still on the territory of the Republic of Kazakhstan.

The Decision of the Council of the Eurasian Economic Commission No. 47 dated April 29, 2020 (hereinafter referred to as the Decision) was adopted as part of measures aimed at preventing the spread of coronavirus infection (2019-nCoV), as well as due to the inability of individuals to move freely across state borders of countries. The decision provides for the extension of the terms of temporary importation for individuals who have temporarily imported foreign vehicles (except for vehicles of the countries of the Eurasian Economic Union) until September 30, 2021.

It should be taken into account that citizens of Kazakhstan can travel through the territory of the Eurasian Economic Union by proxy using vehicles of the Republic of Belarus and the Russian Federation without taking into account the terms of temporary importation. Kazakhs do not have the right to drive vehicles imported from the Republic of Armenia and the Kyrgyz Republic (these categories of vehicles do not belong to foreign vehicles) by proxy.

Foreign citizens can cross the state border to return to the country of residence and export the vehicle, as well as foreign citizens can withdraw these funds with the help of carriers, if it is impossible to carry out the export themselves.

Addressing the issue of identifying violations in relation to these vehicles will be carried out jointly with the staff of the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan after the expiration of the temporary importation period.

The export of foreign vehicles must be carried out outside the territory of the Eurasian Economic Union. Since the requirement to export foreign vehicles applies to the entire territory of the countries of the Eurasian Economic Union (RB, RF, KR, RK and RA).

Since March 2020 (since the beginning of the introduction of a state of emergency in the country as part of the fight against the spread of coronavirus infection (2019-nCoV)) to date, 4,708 foreign vehicles have been registered, of which 500 vehicles are under control in the Republic of Kazakhstan.

For reference: imported vehicles from the following countries: Afghanistan, Azerbaijan, Bosnia and Herzegovina, Germany, Georgia, Iceland, Spain, Lithuania, Moldova, Poland, Slovenia, Tajikistan, Turkmenistan, Uzbekistan, Ukraine and France.

"If a violation is detected, these vehicles will be placed in a fine parking lot to carry out the necessary measures against an individual.

Within the framework of the current legislation of the Eurasian Economic Union, after the expiration of the terms of temporary importation, an individual has obligations to pay customs duties.

Payments will be calculated by employees of the territorial bodies of state revenue."
