More than 11 thousand declarations for goods were corrected by the "Electronic Declaration Center" of the SRC. As a result, the budget received an additional 7.3 billion tenge of customs payments and taxes. This was reported by the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

 

In September 2020, the pilot project "Electronic Declaration Center" was launched. Within the framework of the project, documentary control by risk profiles is carried out, focused on controlling the customs value of goods, the classification of goods, the correctness of  benefits and preferences.

Based on the results of the successful pilot project in January 2021, the "Electronic Declaration Center" (EDC) was established as part of the Committee.

The main purpose of the EDC is to help in business development by promptly reviewing the declaration of goods and the release of goods.

"When declaring goods, the declarant and the EDC official can be at any distance from each other, and the goods can be placed at any border terminals. If necessary, customs inspections, on behalf of the EDC official  who accepted the declaration, are carried out at the places of storage of goods where the goods are placed," the SRC noted.

Such advantages reduce the time of customs operations and significantly reduce the costs of  importers/exporters.

The advantages of making an electronic declaration for goods in the EDC are: 

- centralization of the control of the customs value of goods and uniform pricing policy;

- exclusion of alteration by determining the customs value of goods at customs posts, which in turn eliminates corruption risks;

- elimination of the contact of the authorized official with the declarant, since the interaction is carried out exclusively in electronic form, that is, the importers/exporters submit the necessary documents and information for verification via the ASTANA-1 information system remotely. The authenticity of the documents is certified by an electronic digital signature;

- uniform regulatory enforcement;

- significant improvement in the quality of "customs clearance".

Currently, the EDC conducts customs control at 67 customs posts of 17 territorial state revenue subdivisions.

Centralization of such control has shown positive results. From January to September 14, 2021, customs payments and taxes in the amount of 7.3 billion tenge were additionally accrued and collected to the state budget.

More than 11 thousand declarations for goods were corrected. The average penalty for correction of 1 declaration for goods is 640 thousand tenge.

Also, the SRC recalled that the control during the customs declaration of goods is carried out on the basis of an automated risk management system (RMS). With the help of RMS, attention is focused on high-risk areas, thereby ensuring the efficient use of customs authorities' resources.

The information contained in the risk profiles and indicators is confidential, except in some cases. The risk level is determined by automatic calculation without the use of the human factor.
