
Employees of automobile checkpoints of territorial Departments of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan control the movement of goods prohibited by the legislation of the Republic of Kazakhstan for import and export.
To date , the following prohibitions and restrictions on import and export are in force in the Republic of Kazakhstan:
- Order of the Minister of Agriculture of the Republic of Kazakhstan dated April 10, 2023 No. 132 “On the introduction of a ban on the import of wheat into the territory of the Republic of Kazakhstan by road”, namely a six-month ban on the import of wheat (commodity nomenclature code for foreign economic activity of the Eurasian Economic Union: 100119 ; 100199) to the territory of the Republic of Kazakhstan by road from third countries and from the countries of the Eurasian Economic Union.
- Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated April 19, 2023 No. 265 “On Certain Issues of Transportation of Scrap and Waste of Ferrous and Non-Ferrous Metals”, according to which a ban is introduced for a period of six months on the export from the territory of the Republic of Kazakhstan by all types of transport of goods according to the list with the indicated codes of the commodity nomenclature of foreign economic activity of the Eurasian Economic Union.
- Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan on May 03, 2023 No. 312 “On some issues of regulating the export of coal and lignite”, according to which a ban on the export of hard coal from the territory of the Republic of Kazakhstan for a period of six months by road; briquettes, pellets and similar types of solid fuels obtained from coal: hard coal, pulverized or non-pulverized, but not agglomerated (code of the commodity nomenclature of foreign economic activity of the Eurasian Economic Union (hereinafter - CCFEA code of the EAEU) 2701); lignite, or brown coal, agglomerated or non-agglomerated, except for jet (EAEU HS code 2702).
- Order of the Acting Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated March 30, 2023 No. 106 “On the introduction of a ban on the export of certain types of unprocessed fish from the territory of the Republic of Kazakhstan”, which introduced a ban on the export of certain types of frozen, freshly frozen or chilled fish ( catfish and pike perch) (codes of the unified commodity nomenclature of foreign economic activity of the Eurasian Economic Union from 0302891070, 0302720000, 0303240000, from 0303891070 according to the annex to the order, for a period of 6 months.
- Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated June 07, 2023 No. 419 “On some issues of regulating the export of certain types of timber”, entered into force on June 10, 2023. According to this order, a ban is introduced on the export from the territory of the Republic of Kazakhstan for a period of six months of certain types of timber (commodity nomenclature code of the Foreign Economic Activity of the Eurasian Economic Union 4401, 4403, 4404, 4406 and 4407), regardless of the country of origin, with the exception of the CCFEA EAEU code 4406910000 "Coniferous wood sleepers for railway or tram tracks, impregnated".
- Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated May 24, 2023 No. 378 “On some issues of regulation of the export of ammophos and ammonium nitrate”.
According to which, a ban was introduced on the export from the territory of the Republic of Kazakhstan for a period of six months by road for ammophos (code of the commodity nomenclature of the Foreign Economic Activity of the Eurasian Economic Union 3105590000) and ammonium nitrate (commodity nomenclature code of the Foreign Economic Activity of the Eurasian Economic Union 3102309000).
During the period of 2022, employees of automobile checkpoints revealed 472 attempts of prohibited goods from the territory of the Republic of Kazakhstan to the EAEU countries, including:
365 attempts of export with a total weight of 136,269 liters of petroleum products (including 4 attempts of export of 2,406 liters in the Aktobe region, 125 attempts of export in the West Kazakhstan region, the total number of which is 34,200 liters, Zhambyl region 76 attempts to export 13,168 liters, Kostanay region 54 attempts to export 12,980 liters, Abay region 9 attempts to export 1,500 liters, North Kazakhstan region 38 attempts to export 27,135 liters, Pavlodar region 59 attempts to export a total of 46,380 liters),
86 attempts to export a total weight of 946,913 kg of certain types of scrap and waste of ferrous and non-ferrous metals (including in Aktobe region 9 attempts to export 104,100 kg, West Kazakhstan region 13 attempts to export the total amount of which is 113,000 kg, Kostanay region 24 attempts to export 272,455 kg, Abai region 2 attempts to export 9,000 kg, North Kazakhstan region 33 attempts to export 373,605 kg, Pavlodar region 6 attempts to export a total of 74,453 kg), 3 attempts to export timber with a total weight of 53,000 kg (including in the West Kazakhstan region 1 attempt to export a total of 15,000 kg, in the Abai region 1 attempt to export 12,000 kg, North Kazakhstan region 1 attempt to export 26 000 kg), 13 attempts to export coal with a total weight of 198,130 kg (including 8 attempts to export 149,130 kg in Kostanay region, 2 attempts to export 18,000 kg in Abai region, 3 attempts to export 61,000 kg in North Kazakhstan region), 1 attempt to export agricultural animals in the amount of 2 (including in the West Kazakhstan region 1 attempt to export the total amount of 2), 1 attempt to export sunflower oil with a total weight of 150 liters (including in the Kostanay region 1 attempt to export 150 liters) and 3 attempts to export polyethylene terephthalate waste with a total weight of 150 kg (including including 3 attempts to export 150 kg in Kostanay region).
Also, over the past period of 2023, 662 attempts of prohibited goods from the territory of the Republic of Kazakhstan to the EAEU countries were detected, including:
612 attempts to export with a total weight of 69,006 liters of petroleum products (including 6 attempts to export 10,945 liters in the Aktobe region, 1 attempt to export 162 liters in the Atyrau region, West Kazakhstan 49 attempts to export the total amount of 12,800 kg, Zhambyl region 169 attempts to export the total amount of which is 28,144 liters, Kostanay region 201 attempts to export 9,606 liters, East Kazakhstan region 123 attempts to export in the amount of 3,294 liters, in the Abay region, 30 attempts to export 1,185 liters, North Kazakhstan region 6 attempts to export 950 liters, Pavlodar region 27 attempts to export a total of 1,920 liters),
23 attempts to export a total weight of 284,000 kg of certain types of scrap and waste of ferrous and non-ferrous metals (including in the Aktobe region 6 attempts export 85,200 kg, West Kazakhstan region 5 export attempts total 48,600 kg, Kostanay region 9 export attempts 127 000 kg, North Kazakhstan region 1 export attempts 200 kg),
19 attempts to export a total weight of 381,000 kg (including in Aktobe region 2 attempts to export 40,000 kg, Kostanay region 8 attempts to export 160,000 kg, North Kazakhstan region 5 attempts to export 97,000 kg, Pavlodar region 4 attempts to export a total of 84,000 kg),
2 attempts to export coal with a total weight of 43,000 kg (including in Kostanay region 2 attempts to export 43,000 kg),
5 attempts to import wheat with a total weight of 93,000 kg (including in Aktobe region 2 attempts to import 40,000 kg, Kostanay region 2 attempts to import 33,000 kg, in the Abai region, 1 attempt to import 20,000 kg),
1 attempt to export fish with a total weight of 1,200 kg (including in the Abai region, 1 attempt to export 1,200 kg).
These facts indicate attempts by taxpayers to violate the prohibitions imposed on the transportation of goods across the State Border of the Republic of Kazakhstan, which is suppressed by employees of the territorial Departments of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.
