The draft order of the Deputy Prime Minister - Minister of Finance of the Republic of Kazakhstan «On Amendments to Some orders of the Minister of Finance of the Republic of Kazakhstan» (hereinafter referred to as the draft Order) was developed as part of the implementation of the Law of the Republic of Kazakhstan dated December 21, 2022 No. 165–VII ZRK «On Amendments and Additions to the Code of the Republic of Kazakhstan «On Taxes and other Mandatory Payments to the Budget» (Tax Code) and the Law of the Republic of Kazakhstan «On the Enactment of the Code of the Republic of Kazakhstan «On Taxes and Other Mandatory Payments to the Budget» (Tax Code)» (hereinafter – the Law).

Subparagraph 24) of paragraph 1 of Article 1 of the Law provides for an amendment to paragraph 8 of Article 97 of the Tax Code, according to which a tax application for obtaining an extract from a taxpayer's personal account on the status of settlements with the budget for all or certain types of taxes, payments to the budget and replacing it with a taxpayer's request is excluded.

In this regard, the draft Order is planned to exclude from the order of the Minister of Finance of the Republic of Kazakhstan dated February 12, 2018 No. 160 «On approval of tax application forms» the form of a tax application for obtaining an extract from a personal account on the status of settlements with the budget, as well as on social payments.

The draft order also introduces amendments to the Rules for Maintaining Personal Accounts, approved by Order No. 306 of the Minister of Finance of the Republic of Kazakhstan dated February 27, 2018 (hereinafter referred to as the Rules), regarding the replacement of a tax application for a taxpayer's request for the provision of a state service «Issuance of extracts from a personal account on the status of settlements with the budget, as well as social payments».

In addition, the Rules are being amended in connection with the amendments made to Article 14 of the Law of the Republic of Kazakhstan «On Public Services», according to which the subordinate regulatory legal act defining the procedure for the provision of public services provides for the procedure for sending information about the changes and additions made to it to organizations that accept applications and issue the results of the provision of public services. services, and service providers. Also, the words «standard of public service» have been replaced with «list of basic requirements for the provision of public services».

Along with this, in order to bring in line with the Rules of Operation of the State Corporation «Government for Citizens», changes are being made to the Rules regarding the work schedule of the non-profit joint stock company "State Corporation «Government for Citizens».
