To date, 183 countries are members of the world customs organization, which account for 98% of trade in the world. Over time in the world there are new challenges that provide influence and bring about changes in the world economy, which also affects the customs sphere. Currently, there are such threats in the customs sphere as: border protection and tighter customs controls, difficulties in protection and security in e-Commerce due to the emergence of unknown players, cybersecurity problems, integration of customs operations management, as well as a recent problem that seriously affects the supply chain - the COVID-19 pandemic. In connection with these threats, there is a need to review and assign the authorized economic operator status, as well as other issues related to enterprises that have already granted AEO status. In turn, all changes should have a positive impact on simplifying the procedure for cargo clearance and the safety of goods movement. AEO is a comprehensive program. To date, 171 WCO member countries have signed a Letter of intent to implement the AEO program. At the same time, Kazakhstan also strives for high-quality education that meets international standards.

Currently, due to the COVID-19 pandemic, many public and private enterprises have switched to remote operation. Thus, the state revenue Committee of the Ministry of Finance of the Republic of Kazakhstan has moved to a new format of international events – international webinars.

In the period from June 29 to July 2, 2020, the state revenue Committee of MF RK holds the WCO together with the international webinar the topic "Implementation of activities of Authorized Economic Operators" in the online with the participation of representatives of customs services of Central Asian countries (Kyrgyz Republic, Republic of Tajikistan, Republic of Uzbekistan) and regional representatives of bodies of state revenues of the Republic of Kazakhstan.

Welcome speech at the international webinar opened Alegerea - Director of Department of methodology of the State Revenue Committee MF RK, Jeffrey–head of the project USAID competitiveness, trade and job creation in Central Asia and Hongguan – the expert of the WCO. The work of the webinar will also be attended by other experts of the WCO.

The moderator of the webinar is Abilova Botagoz - head of The educational and methodological center of the Ministry of Finance of the Republic of Kazakhstan.

The webinar consists of 2 parts (the first part takes place on June 29-30, 2020, the second part is special-will take place from July 1 to 2, 2020).

First of all, the webinar will demonstrate the world's best practices in AEO, familiarize participants with WCO standards, instructions and tools on AEO, and familiarize them with the experience of Central Asian customs administrations on compliance/ AEO program issues. The webinar will help participants improve their competence in the development of the AEO Institute.
