The Ministry of Finance of the Republic of Kazakhstan has developed a project On Amendments and Additions to the Order of the First Deputy Prime Minister of the Republic of Kazakhstan - Minister of Finance of the Republic of Kazakhstan dated September 2, 2019 № 953 "On Approval of Requirements for the three-component integrated system and its accounting, Rules of its installation and application" (hereinafter - the draft order).

This project provides for harmonization with paragraph 5 of Article 25, paragraph 5 of the Law of the Republic of Kazakhstan "On Legal Acts", according to which it is stipulated that when referring to legislative acts the indication of dates of their adoption is not required. The draft order also proposes an addition in terms of obtaining consent from second-tier banks and from the right holder of a cash register machine model when including control and payment components in the model of a three-component integrated system. Due to the fact that TIS is used to record the processes of trade, provision of services, performance of work and accounting of goods for all objects of the taxpayer, it is envisaged to change the registration of TIS at the location of the taxpayer.
