Regional Tax Center of the «Belt and Road» initiative

 

In April 2019, the First Forum of cooperation between Tax administrations within the framework of the «Belt and Road» Initiative was held in the city of Wuzhen, People's Republic of China. The forum was attended by over 300 representatives of tax administrations from 85 countries, 16 international and regional organizations, as well as representatives of business communities.

The delegation of the Republic of Kazakhstan was headed by the Chairman of the State Revenue Committee of MF of the Republic of Kazakhstan, M.E. Sultangaziev, who expressed confidence that this event will help to develop the necessary solutions to create the most favorable tax environment and will contribute to the deepening of cooperation between the tax administrations of the «Belt and Road» initiative countries.

During the plenary session «Improving the capacity of tax administrations», the forum participants were presented with the Regional tax center for russian-speaking countries of the «Belt and Road» initiative. The main purpose of the center is to create a platform for the exchange of experience and cooperation in the field of tax, customs, transport and logistics and humanitarian areas of the « Belt and Road» initiative. 

As a result of the forum, a Memorandum was signed on the establishment of a mechanism for cooperation in the field of tax administration, which became the starting point for the full-scale implementation of the «Belt and Road» initiative.

Thus, in September 2019, the Regional Tax Center for Russian-speaking countries of the «One Belt - One Road initiative began operating on the basis of the Training and Methodological Center of SRC of MF of the Republic of Kazakhstan.

The first round table on «Transfer pricing: international standards and national legislation» with the participation of representatives of the tax services of the Russian Federation, the Republic of Belarus, Uzbekistan, Tajikistan, Moldova, and the People's Republic of China was held by the Regional tax center together with the Organization for Economic Cooperation and Development, the BRITACOM Secretariat.

The round table was held from 28 to 29 November 2019 in Nur-Sultan. The round table first of all allowed to demonstrate to neighboring countries the experience of Kazakhstan in implementing the recommendations of the Organization for Economic Cooperation and Development, to strengthen professional ties.

This year, the Regional tax center also plans to hold two international seminars with the assistance of the Organization for Economic Cooperation and Development and the BRITACOM Secretariat.
