7.9 trillion tenge of taxes credited to the state budget in 2018

 

On February 15, 2019 under the chairmanship of M.E. Sultangaziyev the board of the State Revenue Committee MF RK was held, where the activities for 2018 were summed up and the tasks for 2019 were defined.

At the end of 2018, the annual plan for tax revenues of the state budget in the competence of the Committee was implemented by 101.9% (with the plan of 7,741.2 billion tenge, in fact 7,890.0 billion tenge was received with overfulfilment of 148.9 billion tenge) including:

- on tax revenues of the republican budget by 101.8% (with the plan of 5,592.4 billion tenge 5,694.9 billion tenge was received with overfulfillment of 102.5 billion tenge);

- on tax revenues of the local budget by 102.2% (with the plan of 2,148.8 billion tenge 2,195.1 billion tenge was received with overfulfilment of 46.4 billion tenge).

To increase budget revenues, the Committee is actively implementing projects to streamline and automate tax and customs administration procedures.

One of the main objectives of the Committee in this direction is the creation of a national system of traceability of goods from import/ production to final sale.

In the framework of automation of customs procedures, according to the results of the last year, more than 850 thousand customs declarations were processed by means of the “ASTANA-1” information system, from which 85% were issued automatically. 

The next step is labeling of goods, the purpose of labeling - protection against counterfeit products and reducing the volume of shadow traffic. As part of the pilot labeling of fur products since November 27, 2017 250 thousand products have been marked.

Also, at the end of 2018, a pilot project was launched to mark tobacco products instead of paper stamps on a digital sign, and in the future it is planned to launch a pilot project for drugs labeling.

The basis of the documentary traceability of goods is the “Virtual Warehouse” module, which currently is applied only to motor vehicles. 

943 taxpayers work in the module, where 75 thousand cars were received, from which 54 thousand were sold through electronic invoices.

In the future, phased inclusion of other products is planned.

Since December 2018, in the “E-invoicing” information system implemented jointly with the World Bank, electronic contracts, certificates of work performed have been implemented.

Until now, the system issued more than 173 million electronic invoices.

Also, in December last year, the Risk Management System was put into operation.

The system allows analyzing a large amount of data, automating business processes, reducing working time costs and identifying new areas of risk for violations of tax and customs legislation.

As a result of the development of risk models, about 50 billion tenge was recovered to the budget.

In order to develop remote monitoring, over the past three years the Committee carried out serious work on the optimization of control measures.

As a result of optimization for 2016-2018, the number of tax audits has been reduced by 52%, and in 2019 an additional reduction of 10% is planned.
