By the end of 1 quarter of 2019 the "Single Window” portal will be

put into operation

 

“Single Window” implies the unification and automation of the processes of issuing and accounting permits based on IT technologies, integration of databases of entities engaged in licensing activities, as well as providing services in foreign trade operations.

“Single Window” will allow persons engaged in trade operators to provide in a standardized form through a single access channel, the information necessary to carry out export and import operations, and also offers an opportunity to obtain the preliminary information necessary for importing/exporting goods (rates, tariffs, amounts of customs payments and taxes, determine what measures of state control are applied to goods), and also submit an electronic application for obtaining licenses and permits.

The developed “Single Window” portal is based on
2 access levels:

1) public - for all persons without registration;

2) for users (government bodies/ foreign economic activity participants) - with registration through login and password.

The basic elements of “Single Window” are the following functions:

  • Electronic permits and licenses;
  • Electronic declaration;
  • Electronic services for obtaining the status of a person carrying out activities in the field of customs;
  • Electronic services for issuing all preliminary decisions (classification, customs value, country of origin);
  • Searching and viewing regulatory legal acts, directories, registries, as well as the Integrated Customs Tariff (tariffs and permits).  

The introduction of the “Single Window” portal will create conditions when foreign economic activity participants do not have to go to different authorities to collect certain documents and permits. All it takes is to log in and obtain services in an electronic format.

It is planned to put into effect the “Single Window” portal and its components until the end of the 1st quarter of 2019.
