Now the state service "Issue of the certificate on the admission of the vehicle of the international transportation to transportation of goods under customs seals and stamps" can be obtained in electronic form

Dear participants of foreign economic activity!

The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (further - Committee) informs that currently in the framework of the optimization of public services of the Committee, the information system of State Database «E-licensing» (further – IS SDB EL) is being finalized, in terms of filing an application and providing the state service in electronic form "Issue of the certificate on the admission of the vehicle of the international transportation to transportation of goods under customs seals and stamps" (further “Issue of Certificate”).

For the advance admission of the automobile vehicle of the international transportation to transportation of goods under customs seals and stamps individually, its proprietor or owner, or their authorized representative sends a corresponding application in electronic form through the IS SDB EL to the customs authority authorized to carry out customs operations in the region of activity of which he is registered or permanently resides.

IS SDB EL is integrated with the system of the Ministry of Interior in terms of obtaining information about the vehicle.

According to the procedure for rendering the state service “Issue of Certificate”, the customs authority, through the IS SBD EL, makes registration of the received application, or refuses to register as soon as possible, but no later than one hour of the customs authority’s time after receipt of the application.

After registration of the application, within one hour, the customs authority forms and sends to the person who submitted the application, using the IS SBD EL, an electronic document containing information on the need to submit a certificate form, as well as an automobile vehicle for inspection, indicating the registration number of the application, place, date and the time of such a presentation.

Based on the results of the inspection of automobile vehicle, the customs authority as soon as possible, but no later than one working day of the customs authority following the day of registration of the application, shall decide whether it is possible to issue the certificate or to refuse to issue it.
