On February 28, 2022, at the initiative of the Kazakh side, video conference negotiations between Mr. Ye.Kozhabergenov, Head of International Cooperation Department, State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and Mr. Zhang Baofeng, Director of the Department of International Cooperation of General Administration of Customs of the People's Republic of China took place.

During the meeting, topical issues of interaction and bilateral customs cooperation between Kazakhstan and China were discussed.

In order to increase the capacity at entry points on the Kazakh-Chinese state border, the Kazakh side initiated the issue of opening 'Kalzhat–Dulaty' automobile entry point, subject to strict sanitary and epidemiological control measures on both sides. The Chinese side, in turn, will conduct coordination procedures with state bodies concerned and send a response to the Kazakh side.

In addition, the parties agreed to work together to increase the capacity at 'Nur Zholy –Khorgos', 'Alakol–Alashankou', 'Bakhty – Pokitu' and 'Maykapchagai–Zimunai' automobile entry points.

Moreover, an agreement has been reached in:

  • Promotion of 'CTOP' (Customs-Train Operators Partnership) projects and the preliminary online exchange of information on goods and vehicles transported through automobile entry points, the parties exchanged information on the progress of implementation and agreed to hold a working meeting on detailing the data received via video conferencing.
  • Within the framework of “single window” cooperation, an agreement was reached to hold a meeting of experts in the first half of this year.
  • According to the comparison of statistical data of mutual trade between the Republic of Kazakhstan and the People's Republic of China, the parties agreed to hold a face-to-face meeting of experts after improvement of the epidemiological situation.

Following the meeting, the parties expressed confidence that customs cooperation between the countries will continue to build on a friendly basis, and decisions taken will contribute to improving the efficiency of comprehensive cooperation.
