SMUGGLERS TRYING TO BRING IN KAZAKHSTAN GREY IMPORT FROM CHINA USING UNEQUIPPED CHECKPOINTS OF KYRGYZSTAN

Smuggling and illegal trade schemes have become a common challenge for Eurasian States. According to the rules of the EAEU, customs duties of all participants are collected in the General Fund and distributed on a proportional basis. Therefore, the allies cannot ignore the problems of smuggling from China.
To achieve their goal and bring products to Kazakhstan, smugglers come up with different schemes. One of them is entry to the territory of the Eurasian Economic Union through Kyrgyzstan. Here unequipped with modern technology and inspection complex checkpoints give a loophole for gray import. Goods that do not comply with the data stated in the documents are secretly transported through Kyrgyzstan. There are cases when the goods were sent to non-existent recipients. According to the results of the analysis of goods transported from Kyrgyzstan, for the 1st quarter of this year 1.8 thousand facts of import of goods to non-existent recipients were revealed, the losses of which are estimated at 1 billion tenge.
We remind that since March 27 this year, it was decided to strengthen control at checkpoints with the Kyrgyz Republic. In order to avoid the accumulation of vehicles on the Kazakh-Kyrgyz and Kazakh-Russian borders, control measures are carried out along the route. A thorough verification of the accompanying invoices with the actual moving load is carried out. In case of discrepancy of data the carrier is sent for a subject inspection. Thus, Kazakhstan protects itself from gray imports and smuggling, which then diverges on the shelves of markets at a lower cost. Accordingly, these actions pose a danger to domestic producers. Representatives of Kazakhstan and Kyrgyzstan have repeatedly discussed the improvement of customs; efforts are being made to improve customs administration.
