Transport movement across the border with China and Uzbekistan will grow several times –

This will be possible due to the concept of “Reference checkpoint” developed by the Ministry of Finance of Kazakhstan. The main purpose of the document is to increase the capacity of Kazakhstan checkpoints.

In recent years, there has been an increase in the movement of transport flows from China by 1.5 and from Uzbekistan by 2 times and, accordingly, trade with these countries.

Growth of traffic flows is directly related to the presence of appropriate conditions at the border. Therefore, the main emphasis in the “Reference checkpoint” Concept was placed on the creation of such conditions under which vehicles will pass the border with minimal time.

To date, infrastructure at the border does not allow for a uniform and accelerated passage of the increasing vehicles flow. More than 60% of the customs control technical equipment is outdated (PDM, x-ray machines, weighing equipment).

In June 2018, a Framework agreement was signed in Beijing, due to which the issue of increasing the throughput capacity at the checkpoints will be resolved at the expense of the preferential loan provided by the People’s Republic of China in the amount of 2,062 million yuan.

It is planned to carry out modernization and technical retrofitting of 9 automobile and 1 railway checkpoint, as well as technical retrofitting of the Main Dispatching Department (Situation Centre). Kazakhstan checkpoints will be equipped with a mandatory physical separation of traffic flows (without crossing traffic lines). It is planned to install Unified pass-through automated technical control corridors for non-stop movement of vehicles.

The project is planned to start at the end of this year and be completed in 2022.

Modernization of checkpoints along the entire perimeter of the EEU external border, as well as automation of the entire cycle of goods movement will increase the level of customs administration, improve the infrastructure of checkpoints, minimize corruption risks, which in general will have a positive impact on the financial costs of foreign economic activity participants and country’s transit potential.
