Monitoring of the movement of goods at vehicle checkpoints by state revenue authorities at the State border of Kazakhstan with the Russian Federation and the Kyrgyz Republic  

 

Today, on January 17, 2019, a briefing on: “Monitoring the movement of goods at vehicle checkpoints by state revenue authorities at the State border of Kazakhstan with the Russian Federation and the Kyrgyz Republic” was held at the site of the State Security Committee MF RK. The speakers were the Head of the Export Control Administration of the SRC MF RK Madiyev Anuar Maratovich and the Head of the Public Relations Administration of the SRC MF RK Otar Olzhas Assangeldiyuly.

On January 16, 2019 the officials of the state revenue authorities were posted at 37 vehicle checkpoints at the State border of the Republic of Kazakhstan with the EEU member states, where monitoring of the following goods were carried out:

- subject to export control (weapons, military equipment, nuclear and special non-nuclear materials, military products, dual-use (purpose) goods and technologies (applications), etc.);

- imported into the territory of the Republic of Kazakhstan from third countries to which reduced duty rates are applied (goods and Lists. Until now, 2,916 goods are included in this List)

         - to ensure the completeness of the receipt of value-added tax on imports when selling goods, performing work and providing services in the Eurasian Economic Union (VAT on imports).

This monitoring is carried out by scanning documents transferred to the officials of state revenue authorities by the Border Guard Service of the National Security Committee RK in accordance with the Joint Order of the SRC MF RK No. 221 dated May 31, 2018 and the Border Guard Service NSC RK No. 405-па dated June 6, 2018 “On Approval of the Procedure for Interaction of the SRC MF RK and BGS NSC RK when exercising control at the State Border of the Republic of Kazakhstan with the Russian Federation and the Kyrgyz Republic”.

Thus, contacting of the officials of state revenue authorities with carriers is excluded.

        The officials of state revenue authorities do not carry out independent inspections of cargoes when performing tasks. This type of control is not part of the functional responsibilities of these persons.     

In addition, the state revenue authorities at the specified border keep records and analysis of imported and exported goods, monitor the goods in respect of which prohibitions have been imposed on the export from the territory of the Republic of Kazakhstan.

Today, the Ministry of Investments and Development of the Republic of Kazakhstan has banned the export of scrap and waste of ferrous and non-ferrous metals from Kazakhstan (Joint Order of the MID RK No. 719 dated October 22, 2018, MNE RK No. 28 dated October 23, 2018 and MF RK No. 928 dated October 23, 2018). The control over the enforcement of this prohibition at the State border of the Republic of Kazakhstan with the Russian Federation and the Kyrgyz Republic is carried out by the state revenue authorities jointly with the Border Guard Service NSC of the joint order.
