The Kazakh side (SRC MF RK, Border Service of the National Security Committee of Kazakhstan, Ministry of Industry of Kazakhstan) is taking possible measures to stabilize the operation of the automobile checkpoint  "Nur zhol". The issue of change of technology of work of a control device for pre-launch and launching of "Nur zhol" for a possibility of entrance of the Chinese cars on a territory of kazakhstan is handled.

After bilateral approval of new procedures, Chinese carriers will be able to deliver goods produced in China to the border transport and logistics centers of the Republic of Kazakhstan, where goods will be transported to Kazakhstan/foreign transit cars for further transportation to consumption regions. This measure will exclude the need to go to the Chinese side of most of the vehicles and, accordingly, remove the accumulation of trucks at the "Nur zhol".

The Kazakh side once again emphasizes that the main reason for the accumulation of vehicles at the exit from Kazakhstan to China is the enhanced merysanitary border control introduced by the Chinese side in the fight against the COVID-19 pandemic.

With respect to the security measures taken by our neighbor, we report that the introduction of quarantine measures by the Chinese side has led to the closure of all border checkpoints, with the exception of the "Nur zhol"., and a reduction in the number of vehicles moved across the border from 150 to 20 per day.

While, by Decree of the Government of the Republic of Kazakhstan No. 369 from 10 of June 10 2020 year, previously temporarily closed automobile checkpoints "Калжат" "Бакты" "Майкапчагай" were opened.

In addition, if earlier vehicles accumulated in anticipation of cargo directly in China, then, in connection with the pandemic, the PRC authorities banned this and reduced the stay of Kazakhstani vehicles in their territory to 12 hours. Which led to the accumulation of transport on the Kazakh side.

An additional reason for the accumulation of trucks on the Kazakh side is the lack of specific orders and contracts for the transportation of goods for most of the crossing border carriers (about 60% of carriers). More than half of cars go to China in the hope of making a one-off deal for the transportation of goods on the spot. These carriers return to the Chinese side without cargo, but again become in line.

What has already been done by the Kazakh side to stabilize the work of the "Nur zhol" in the framework of negotiations with the PRC?

The number of vehicles moving across the border with China has increased to 100 day.

The stay time of Kazakhstan vehicles in China has been increased from 12 to 24 hours.

Strict timing has been established for customs operations when empty vehicles of the Republic of Kazakhstan leave for China - no more than 20 minutes.

Negotiations on a change in the operation technology of the "Nur zhol" with the possibility of entering Chinese cars into Kazakhstan are at the completion stage.
