On the situation at the “Syrym” checkpoint of West Kazakhstan region

 

In accordance with the Law of the Republic of Kazakhstan “On Export Control” and the Protocol on Certain Issues of Import and Circulation of Goods in the Customs Territory of the EEU the State Revenue Committee MF RK on January 16, 2019 established the units for export control by state revenue authorities at 37 vehicle checkpoints on the State Border of the Republic of Kazakhstan with the EEU member states.

The state revenue authorities monitor the following goods:

1. subject to export control (weapons, military equipment, nuclear and special non-nuclear materials, military products, dual-use goods and technologies);

2. previously imported into the territory of the Republic of Kazakhstan from third countries to which, in connection with Kazakhstan’s accession to the WTO, reduced rates of import customs duties (goods from the List) were applied;

 3. imported from the territory of the EEU member states in the framework of mutual trade (VAT on imports).

This monitoring is carried out by scanning one of the documents for cargo (goods) transferred to officials of state revenue authorities by the Border Guard Service NSC RK (Joint Order of the SRC MF RK No. 221 dated May 31, 2018 and the Border Guard Service NSC RK No. 405-па dated June 6, 2018 “On Approval of the Procedure for Interaction of the SRC MF RK and BGS NSC RK when exercising control at the State Border of the Republic of Kazakhstan with the Russian Federation and the Kyrgyz Republic”).

Officials of state revenue authorities do not carry out inspection of goods in the course of monitoring.

The queue of cars at “Syrym” international vehicle checkpoint located on the border with the Russian Federation in West Kazakhstan region appeared due to the deterioration of weather conditions on January 12 and 13, 2019 (strong snowstorm, ice on roads) and the traffic restriction on the road of republican significance Uralsk-Samara for all types of vehicles.

In connection with the information about the emergence of a cluster of heavy vehicles on the Kazakhstan side of the “Syrym” checkpoint, as of 17.00 18.01.2019, at the SRD for WKO, the shift was increased from 3 to 4 employees and scanning equipment by 1 unit.

During the period from 19.00 18.01.2019 till 07.00 19.01.2019 311 heavy-duty vehicles were registered and monitored.

It takes from 3 minutes to 5 minutes to scan shipping documents during monitoring for consolidated transportation.

As of 20.01.2019 there is no cluster of vehicles at the “Syrym” checkpoint.
