Through the "Single Window" will be presented the possibility of obtaining all permits for import and export operations

Building an effective system of regulation, control and coordination of foreign economic activity (FEA), as well as the creation of conditions for the barrier-free execution of export-import operations directly affect the country's economic growth and competitiveness. The implementation of the “single window” principle for export-import operations is one of the tools for solving these issues.

The project is implemented by the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan together with the United Nations Conference on Trade and Development (UNCTAD).

Thanks to the implementation of the “Single Window”, FEA participants will not need to go to different instances to collect certain documents and permits. The processes of customs procedures will be simplified and accelerated, and the time and cost expenses of FEA participants will be reduced.

The exclusion of the human factor when making decisions will allow minimizing corruption, increasing the transparency of actions of customs and other government authorities.

With the help of the Single Window portal, FEA participants will be able to provide in a standardized form, through a single interface, the information necessary for export-import operations. At the same time, the portal provides an opportunity to receive preliminary information necessary for the import / export of goods. Through the “Single Window”, it will be possible to obtain all permits for import and export operations, monitor the execution status, including through integration with government systems. The functionality of the portal and its basic elements include:

• Obtaining electronic permits and licenses;
• Electronic services for obtaining the status of a person carrying out activities in the field of customs;
• Electronic customs declaration;
• Electronic services for the issuance of customs preliminary decisions;
• Integrated customs tariff;
• Reference books and document registers
• Search and view regulatory documents.

On March 27 of this year, the first stage of commissioning of the “Single Window” portal was carried out. By the end of 2019, it is planned to put into operation the “Single Window” mechanism.
